According to the Telegraph, Brighton valued Baleba more than 100 million pounds, but Manchester United's budget is tight and there is little possibility of a transfer.

The two sides have not negotiated directly on Baleba, but Brighton said that unless they receive a transfer fee close to the club's record (Chelsea's £115 million signing of Kessedo), they will not consider selling Baleba, and club owner Tony Bloom will continue to have the final say on the transfer as always.

Manchester United currently is unwilling to sign Baleba for more than 100 million pounds, a price that exceeds the scope they are willing to pay. Since the club is still subject to a strict financial framework, the plan to sign Baleba is temporarily difficult to achieve.

For Manchester United, Baleba is an attractive player, but considering his future value may rise further, Manchester United decided to use this summer's transfer budget to bring in offensive players.
