On November 19, an online surveillance video exposed a woman in Jilin City, Jilin Province, who was unable to return a cat from a pet store. She not only threw the kitten, but also kicked her in the store.

It is reported that the woman lost her cat a few days ago and bought a gray kitten from the pet store the next day. A few days later, the woman returned to the pet store with the kitten, saying that she had found her cat and wanted to return the five-day-old cat.

It is understood that when the woman wanted to buy a cat at first, the store advised her to look for her own cat, but the woman insisted on buying a new cat. After negotiating to return the cat at the pet store to no avail, the woman threw the kitten to the ground in the store.

The surveillance camera in the pet shop recorded the entire process of the woman abusing the cat. During the period, the woman also stepped on and kicked the kitten.

After picking up the kitten, the woman sealed the kitten in a plastic bag.

The woman who bought the cat once posted on WeChat Moments to slander the store, saying that the pet store "forces buying and selling" and "the prices are outrageous." Smear pet shops everywhere.

Because the woman was already disturbing other customers in the store, the store owner had no choice but to call the police. Upon inquiry, it was found that both parties had verbally agreed at the time of sale that the live body would not be returned or exchanged.

The revised Japan’s Animal Welfare Law was passed unanimously at the plenary session of the Senate on June 12 and officially became law. While the new law stipulates that pet breeders and other breeding businesses have the obligation to implant, it also stipulates that ordinary pet owners have the obligation to work hard. The new law aims to clarify owner responsibilities and prevent the abandonment of dogs or cats. Compulsory chip implantation will be implemented within 3 years of the promulgation of the new law.

According to Japan’s Kyodo News Agency report on June 13, due to the continuous occurrence of vicious situations such as the posting of videos of cat and dog abuse online, the new law will increase penalties for animal cruelty crimes. The penalty for killing or injuring pets has been increased from the current "imprisonment of not more than 2 years or a fine of not more than 2 million yen (approximately RMB 128,000)" to "imprisonment of not more than 5 years or a fine of not more than 5 million yen."

Some people believe that if cats and dogs leave their parents early, they may develop problems such as biting. Therefore, the new law prohibits the sale of cats and dogs within 56 days of birth. The 56-day limit is already in place in parts of Europe. Japan’s previous regulation was within 49 days.

As an exception, Japanese dogs designated as natural monuments can only be sold directly to ordinary owners by breeders and are not subject to the above regulations.
